After graduation from LaSalle University in 1975 with a degree in Sociology, Mr. Garnham began his career with the Philadelphia Police Department in July, 1977. In 1985 he was promoted to Corporal and in 1986 returned to school, obtaining a certificate in Drug & Alcohol Counseling from Community College of Philadelphia. In 1989 he was promoted to the rank of Detective which he held until retirement. From 1993 to 1995, he was assigned to the Advanced Training Unit and was a Certified Municipal Police Instructor. A transfer in 1995 brought him to the Police Employee Assistance Unit where he was able to apply the interview and counseling skills he had learned. He received additional training in handling Critical Incidents and worked with numerous officers and family members in instances of trauma. While assigned to the EAP, he attended and graduated from Temple University with a Masters Degree in Psychoeducational Processes and obtained his Certified Employee Assistance Professional credential in 1997. He developed a Mental Health/Suicide Awareness training for 911 operators and a Critical Incident Stress Awareness which was part of the annual officer update training.
After serving for four years as a counselor in the Police EAP, he retired in 1999 and went to work for the United States Postal Service where he was the Joint Labor/Management Committee Employee Assistance Program Clinical Supervisor for the Philadelphia Performance Cluster. He developed and implemented a Critical Incident Response Policy for the Philadelphia Performance Cluster. In December 2006, he accepted a position as an EAP counselor with Amtrak, retiring in January 2016. While working for Amtrak, he developed a Critical Incident Stress course which became part of the initial training for all locomotive engineers. He also participated in the adaptation and development of the Stress First Aid protocol for Amtrak. He is currently the owner of Comprehensive Workplace Training - Garnham LLC, providing Substance Abuse Professional and Union EAP trainings across the country as well as SAP evaluations and education locally in Philadelphia and New York.
He holds a certification in Pennsylvania as a Certified Alcohol and Drug Counselor, Master Addiction Counselor, Certified Trauma Responder, Licensed Employee Assistance Professional, Labor Assistance Professional – Certified, Certified in Emergency Crisis Response, certified DER through DATIA,and is a qualified SAP. He was an adjunct faculty member in the Psychology and Human Services programs at Camden County College, Blackwood, NJ and at Alvernia College in Philadelphia, PA. He retains memberships in the International Critical Incident Stress Foundation, Association of Traumatic Stress Specialists, American Academy of Experts in Traumatic Stress, Employee Assistance Professionals Association, Labor Assistance Professionals, and the Fraternal Order of Police, Lodge #5 (ret).
